HOUSE RULES

1. Any kind of disrespectful towards other members will result in forum ban. (This includes any kind of harassment or offensive behavior)
2. Game version is Victoria 2 Heart of Darkness 3.03 (checksum NSPY). This is base game checksum, if we are using mods the checksum will be different and it will be announced before the game starts.
3. Players that are late for the session will suffer 10% prestige loss or 10 prestige if it's lower than 100.
4. Players that do not appear for the session without prior announcement will suffer 30% prestige loss or 30 prestige if it's lower than 100.
5. If the rehost is needed host or admin will upload the save file on internet so that everyone can get it before they enter the game, this way we will save a lot of time when rehosting.
6. Player may not switch countries once the game begins. (Unless permitted by Moderator)
7. If you are not able to play for 1 or 2 sessions, you are obliged to find replacement. If you can't find anyone a random player that wants to play will be able to pick your country for that session.
8. Pauses are only allowed in following cases:
    Real life issues
    Before war
    Asking to decrease game speed
    Before declaring war
    When offering peace deal
    Dealing with unexpected rebellion
9. Game speed is 3, unless there is some big war happening in that case default speed is 2, although players might agree on reducing/increasing it.
10. Countries that are competitors for same cultural union(such as Italian minors, Bavara/Prussia etc) can only have 1 player, unless specifically stated by game admin in sign up thread. In addition people that join after the first session or are late to sign ups can not claim countries that would cause imbalance of powers in the game.
11. Transfer of money and states is allowed only after 1st session this will be done by admin before next session, one is allowed to make up to one territorial transfers per session.

INGAME RULES

1. When declaring war you need to pause the game and write formal declaration of war in chat, after that game will be paused for 30 seconds.
2. One country can't be at a war against more than 110 coefficient score until 1880, 140 from 1880 till 1900 and no limits after 1900.
3. One may not release more than 1 country every 15 years. In addition you may not release nation of same cultural union(One that can later on be integrated by event!)
4. No country is allowed to take anything from Mainland China(except Formosa, Manchuria and treaty ports). Mainland China means everything that is part of modern day China.
5. When retreating you may move your army only by 1 province. (This one is to prevent abuse that if you want to retreat you can't move your armies to any unoccupied allied territory)
6. Abusing game mechanics for stuff that wouldn't be possible in real life is not allowed, if the agreement can't be reached or the issue isn't clear Admin will make a final decision.
7. Going over the infamy limit is allowed, however if you lose a containment war while being over 25 infamy you will lose 20 points, while winner(if he has less than 25 infamy) will get 25.
8. Maximum for adding wargoals is 100% warscore, you may not request more from defender unless defender agrees. (This one sounds strange but there were couple of situations where defender would rather lose 2 states costing 115 warscore than 3 costing 80)
9. You may use mobilization only once during a single war.
10. Gamey exploits such as for example France wants to help Netherlands, France spheres Belgium, Netherlands attacks Belgium, France intervenes and offers a peace to Netherlands to annex Belgium. ARE NOT ALLOWED. Also crisis abuse is not allowed except for the colaition wars games, and only if each side has a great power member of coalition that can back them!
11. One is not allowed to send peace offers unless other side surrendered already. NEW!
12. Once country surrenders the winning side can add goals up to 20% warscore.(40% if the winnings side is defender) (This doesn't mean you can add 120%(140%) warscore!) NEW!
13. During the war, if enemy is fighting with rebels you are not allowed to go through those territories or land on top of the battle! (I thought I made this one clear when I said no abuses allowed but apparently it wasn't enough) NEW!
14. If war involves 2 or more countries on one side, once minor partner peace out they will have to give military access to attacker. NEW!
15. No moving through neutral territory.

Rules have been updated! Perhaps the most important one being the rehost rule! I've played 2 sessions in other community with 20 players in each and they only needed 3 minutes to rehost the game, while we waste so much time first arguing about rehost, than whining about it and finally losing time on getting saves from host this can take up to 15 minutes which is a pure waste.

What is the definition of "super power"? Is it just Great Power or something else?

Okay so I really need to ask about this: If you literally read what this rule says, then it says that

You are NOT allowed to take:
- Anything from Mainland China except Formosa.
- Manchuria.
- Treaty ports.

But you ARE allowed to take:
- Formosa
- Mongolia
- Xinjiang
- Qinghai
- Yunnan
- Guangxi

I can't believe this is intended?

That's what I figured since it doesn't make sense otherwise, but could definitely be worth fixing so the rule literally says what it means.
