Oke so for past several days I've been trying to figure out how to make this thing work, what I want to make is a 2v2 tournament with a cup system. For each stage that you pass your team will get some ladder points.
Now the questions are:

    1. What would be the victory conditions
    2. How to balance the game

So far this seemed like a best idea to me:
- Team losses the game if they lose more than 4 wars (including wars that are lost to AI).
- If the game ended without winner, winners is a team that gathered most points in the game(sum of both player's points). Excluding military points if naval limit is exceeded.
- If both of the opponents are in your sphere of influence for more than 10 years, your team is victorious.
- A team may forfeit if they feel like they aren't able to make a comeback.

Now the hard part is how to balance these games, there are actually few ways on how to do this (using coefficients (max 80), limiting 1 super power per team etc). But what might be the best way is actually draft.
This would work in a way that every team has 3 bans, after the banning phase is over teams will pick countries in 1-2-2-1 order. This means that for example, we have team A(Guren, Kezol) and team B (Slayzer, Johnny)

1A Team A bans UK.
1B Team B bans France.
2A Team A bans Russia.
2B Team B bans USA.
3A Team A bans Sardinia Piedmont.
3B Team B bans Sweden.

4A Guren picks Prussia.
4B Slayzer picks Austria.
5B Johnny picks Spain.
5A Kezol picks Canada.

Now should we also make some limitations to how many great powers can be picked, how many bans each team has, also China rule (personally I think you shouldn't be allowed to take anything from China in this case), also do we allow multiple minor countries to be picked, for example to have both Sardinia Piedmont and Two Sicilies in the game.

I think a distance rule should be put in as well ie a team can't have 2 nations in europe. It would make things a lot more global and make people decide to ban non euro countries.

If you want a really competitive scenario for Victoria 2, set up a 1v1 tournament, using saves which have been designed for a balanced war between two countries. For example, the Franco-Prussian war. Create a save file in which both countries have the same tech, and the attacking country has slightly more troops, and both nations maybe have exactly the same factories (as far as possible) to produce military goods. Make it as fully balanced as possible.

>Player A takes France
>Player B takes Prussia
>Have balanced Franco-Prussian war


But what if one country has an advantage that you can't account for when creating the 1v1 save file?

>Swap countries and have the war reversed once or twice

Other suggestions for similarly balanced wars: Belgium vs Netherlands, Italy vs Austria. This, in my view, would be the ultimate test to see who has the best military management skills. Since the countries are reversed for different rounds, any advantage that one country might have over -although they shouldn't if the save file is created properly- is accounted for.

But that would only show military skill, also France is 3 or 4 times stronger than Prussia.

It's the only real PvP skill for Victoria 2. Unless, of course, you consider industry-building a fun and engaging way to have a competition...

The players will try to accumulate AI allies throughout the game, then make their coalitions face of in a grand war where the players themselves aren't allowed to do anything, then whoever managed to get the strongest alliance wins. Sounds legit to me.
